Policy Guidance for Water Efficiency
Given the well developed evidence base, all Local Planning Authorities (LPAs) in the East of England should consider the justification for including a policy in their Local Development Framework requiring new development to be water efficient.
This section sets out the essential ingredients for crafting water efficiency policies, using examples from and providing a commentary on recently adopted Local Development Frameworks. This section will be updated as more examples of good practice become available. We welcome feedback and input on emerging and newly adopted policies.
The advice set out here is not intended to be prescriptive and the policies referred to are not model policies. This is because to be sound plans must be locally distinctive, meeting local needs identified through the local evidence base and the Sustainable Community Strategy. Therefore all plans will be different. In addition, as different authorities take different approaches to which LDDs they produce, flexibility is required in using this policy guidance.
North Norfolk and Chelmsford LDFs have been chosen as the examples as they have both produced Core Strategy and Development Control Policy documents with accompanying Supplementary Planning Documents adopted in 2008. Both provide examples of good practice which are critiqued in the Summary of lessons learned from adopted policies. The intention of citing policies from these two LDFs is to enable lessons to be learned to inform emerging LDFs.
